The article deals with the current problems of design, construction and operation of building envelope elements. The main problems in this case include the lack of interconnection between organizations producing design, construction and then subsequent operation of the shell. The absence of such connections does not allow for a quick response to the mistakes made in order to exclude their subsequent repetition. The second problem to be solved is the exclusion of preliminary experimental construction from the practice, which was previously widely used in testing and introducing new constructive solutions. New design solutions adopted without preliminary experimental studies often do not meet the requirements of operational reliability and durability. Late identification of deficiencies in the adopted design solutions leads to large economic losses. The article also shows that the quality of the construction of enclosing shell elements is currently largely determined by the level of knowledge of civil engineers working in this area of construction. It is shown that a low level of knowledge of specialists is directly related to the lack of educational disciplines in the Federal state educational standards in the field of “Construction” directly related to the design, construction and operation of building envelope structures. The possible solutions to this problem are indicated.
