Socio-economic development of the state is determined by the efficiency of economic sectors. The investment-construction complex, as an economic category, is one of the locomotives of the state economy and forms a favorable environment for human activity. In the framework of the Project of strategy of social-economic development of the Rostov region for the period till 2030 in the field of housing, the authors highlighted the eco-development and integrated development – trends of housing policy in the region. The article analyzes the characteristic features of eco-development with the allocation of key measures for its implementation. A comparative analysis of foreign eco-standards was performed and a comparison with Russian eco-standards was made. An analysis of the normative regulatory framework for the integrated development of territories was made. On the basis of the analysis, the participants in the integrated development and the sources of their rights were selected. The article pays special attention to the development of methods for selecting the territory of complex development, consisting of seven stages, for the construction of a multi-storey residential building. The introduction of eco-standards in housing construction at the territory of integrated development involves a number of technologies directly related to energy and resource saving of buildings, as well as the development of green initiatives, engineering infrastructure and improvement of the territory.
